Low Cost Prepaid Cellular

Light to moderate users of cellular can save a lot of money by dumping their postpaid carrier and moving to prepaid. Prepaid is also good for responsible teenagers that need phones mainly for things like calling parents for rides home, or that need phones so parents can contact them, and that aren't going to get into gabfests with their friends, or send thousands of texts per month.

Very Inexpensive Prepaid Cellular
There are two very inexpensive prepaid cellular plans, in terms of lowest monthly cost. These are: T-Mobile Prepaid (83¢/month after the first year) and PagePlus ($2.31/month). Sadly, 7-11 SpeakOut recently significantly worsened their plans and even though  $4.17/month is not all that bad, $2.14 of that is taken away in monthly fees, so that $4.17 buys only 13 minutes a month. Each service has pros and cons, which I have outlined below. There are many other prepaid plans available from various MVNOs (Mobile Virtual Network Operators) but they all have issues that make them undesirable. I have not attempted to evaluate all the plans. You can see a comparison that includes all the poorer plans at http://www.cellguru.net/prepaid_compare.htm.

Overview
You can keep an account active on T-Mobile for $10/year (after spending an initial $100) so 83¢/month isn't bad Minutes are 10-33
¢ each. PagePlus is much better in terms of coverage and would cost $28/year minimum ($2.31/month). Minutes are 5.4-12¢ each. 7-11 SpeakOut would cost $50/year minimum ($4.17/month) and uses AT&T's GSM network which is better than T-Mobile's network but poorer than Verizon's network. Minutes are 14.3-29¢ each. The table below provides a comparison of each service, then below the table I have a longer explanation of each provider's attributes. I've included American Roaming Network in the table.

Daily or monthly fees can use up a lot of money on an account. For example, 7-11 SpeakOut now charges $2.14/month even if you make no calls. PagePlus charges 50¢/month which isn't bad. T-Mobile has no monthly fee, but charges a lot more per minute that PagePlus.

Note that with T-Mobile and PagePlus, it is often a good idea to buy the large value card in order to get the lowest price per minute, then by the lower value cards to keep the line active as you use up the minutes from the large value card.

I've also included an example of some of the poorer prepaid plans, Tracfone, Net10 (part of Tracfone), Virgin Mobile, Verizon InPulse, AT&T Go Phone, Only1 Mobile, Boost Mobile, and Jitterbug (which tries to take advantage of seniors). Tracfone is the most widely known prepaid service, but as with many heavily advertised products they aren't by any means the best quality or least expensive product in the category. Net10 has both a high monthly minimum, plus a relatively high per minute cost. Jitterbug charges outrageous prices for handsets, they charge 20-50¢ per minute on their $15, $20, and $30 plans, unused minutes expire, they charge $3 extra for voicemail, the coverage is poor, and there is no texting. Grandma and grandpa would be much better off with a PagePlus or T-Mobile account. Virgin Mobile probably has the most misleading web site and the most confusing pricing in the MVNO industry. They recently raised their regular rate from an already high 18¢ per minute to 20¢ per minute. They now offer 30 day expiration packs of lower-priced minutes, but it means spending at least $20 per month (the minutes roll over if you keep buying the 30 day expiration packs, otherwise you lose them). On Virgin Mobile, when you get to $50 per month, you're getting 5¢ minutes and you're down to the per-minute cost of PagePlus, but with poorer coverage and a $20/month commitment to keep those minutes from expiring. Virgin Mobile markets mainly to kids and young adults who have not yet gained critical thinking skills. Verizon InPulse is an unbelievably bad deal, with their minimum $0.99 daily access fee every day the phone is used.

Not on the Jitterbug web site are the costs per minute for their "SOS" plan, or their costs for extra minutes. These are as follows: SOS Service is 35¢ per minute. On all plans, extra minutes are 100 for $25, 500 for $100, 1000 for $150. These minutes are good for 1 year, but you still have to pay the monthly minimum of $10. Remember, it's morally wrong to allow a sucker to keep his money!

Pros (why you would choose this provider) Excellent Coverage, Extremely low minimum cost. Only have to re-up every year. Low per-minute rate, Excellent Coverage, Discounted refill cards available from Calling Mart, Data is fairly inexpensive for web browsing and e-mail. Absolute lowest possible cost (after first year) for very light users. Re-up only once a year. Discounted refill cards available from CallingMart and often from Target. Relatively low cost texting. Re-up only once a year on $50 and $100 card/ Better coverage than T-Mobile. Good coverage. Texting is cheap when you've bought the "Double Minutes for Life" and the 400 minute/365 day card (that turns into 800 minutes). You can keep your account active for $5.99/month (automatically charged if your account would otherwise be closed). Roaming Included, very low texting rate. Good coverage, simple Handsets for Technophobes $50 (+taxes and fees) unlimited voice service. Data service is available and the package plans for data are less expensive than the basic rate data plan from PagePlus (though the regular data rate is higher). Excellent Coverage. Free mobile to mobile to Verizon and InPulse users. Cheap texting if you need 200 texts per month.   Wireless web available for 35¢/day, an incredible deal. Per minute rate is fairly low for a monthly minimum of only $6.67. Unlimited voice/text/data available for $50/month.
Cons (why you would avoid this carrier) No incoming calls, very high per-minute cost, no texting. Must re-up every 120 days, unlike T-Mobile and 7-11 SpeakOut which can be re-upped every 365 days.  Coverage in some non-urban areas (non-Verizon areas) is high-cost roaming coverage. Significantly poorer coverage than PagePlus or 7-11 SpeakOut, but slowly improving. High start-up cost if you want the lowest monthly cost. Very high monthly access fee, recently increased to $2.14 from $1.25, high per-minute cost. No online presence. No discounted refill cards available from Calling Mart. Data is very expensive. High cost per minute. High monthly minimum. Very high monthly minimum, relatively high per minute cost. Extremely high per minute rates except on the $40-$80/month plans, No texting. Voice mail is $3/month extra. Monthly minutes expire after 90 days, Handsets are very expensive and very limited. High monthly minimum Poor Coverage, extremely high per minute rates unless you buy the 30 day expiration packs. High monthly minimum. The daily access fee makes InPulse a very expensive option. Even if you don't use the phone at all, and don't incur the access fee, you still need to add $15/month or $100 per year. The new plan with no access fee, has a very high per minute rate. The no-daily access fee plan charges 25¢/minute, but even the $1 per day plan is a high 10¢/minute. Texting is cheap but you have to buy 200 texts for $5, you can't buy them individually.   Very poor coverage

Boost uses the very poor Nextel iDEN network. Coverage is extremely limited and there is no roaming. Data is slow (no 3G).

The math behind this chart is complex because to get to the dollar amounts often cards of different denominations and/or expirations needed to be combined. Obviously it would make no sense to not buy the DB4L on TracFone once you get into the higher number of minutes per month of use. These are all using non-discounted prices without bonuses. Several resellers offer discounts on airtime for PagePlus, T-Mobile, and Tracfone or bonus minutes (on Tracfone) which can change the numbers slightly (there are no discount resellers for ARN, 7-11 SpeakOut, or Jitterbug). If averaged over longer periods of time, some costs would be a bit lower, I.e. T-Mobile is $100 for 1000 minutes so at $400/year you'd be able to buy four $100 cards and the monthly minutes for $30/month would be $300, not $291 (which resulted from buying three $100 refills, one $50 refill, and one $10 refill). For PagePlus, there is a big jump in the number of minutes from $7/month to $8.33/month because for $100 you can buy an $80 card and two $10 cards (each card is good for 120 days) versus for $84 you can buy a $50 card and three $10 cards and the $10 cards have a high cost per minute. On Virgin Mobile, you can buy 1000 minutes a month for $50, which would be 5¢ per minute, but at that rate, unless you were using mainly peak minutes, a postpaid plan with free nights and weekends and free mobile to mobile would probably be a better deal. On Verizon InPulse  and AT&T Go Phone you pay a daily access fee on days the phone is used. Theoretically, for $15, you could get 140 minutes (140 x 10¢/minute + $0.99 access) if you used all the minutes in one day, and no minutes any other day.
